No doubt Kashmir would be part of a more economically and politically stable country if the parts of it in India stayed there and the rest joined. None the less, I suspect religious factors and the history of antipathy between most Kashmiris and the Indian government counts for more. There's only one way to find out though: by actually holding a referendum. However, I strongly doubt that even if an Indian leader wanted to do so it would be politically possible.
BTW, though its true Pakistan has lots of problems with seperatists and areas of pronounced lawlessness and unrest, so does India. Bihar, several North Eastern states (particluarly Nagaland) and, of course, Kashmir are all cases in point.
