Try conquering a few more provinces and see what happens. There is a family member to regions controlled ratio but I'm not sure whether the game counts wives in the ratio.
In my Sicily game I've conquered all of North Africa, and in my England game I've conquered all of england and wales.

I'm not sure if this is an actual game mechanic or just my imagination. I've found that Generals are more likely to get married if they sit in a settlement for a couple turns. I've had Generals that lead my main expansion force never get married until I take a break from expanding to sit them in a city and retrain their men.
I've had generals stay in settlements since they joined my forces, and no pop up for marriage ever occured.

When I think about it I can't adopt anymore either.

Yep start conquering some more regions and you'll start getting marriage and adoption offers again.
I know all about the ratio, and that's not it. I've conquered huge tracts of territory and the game doesn't want to offer any marriages, and adoptions.

By the looks of it, you have a very large family tree. You probably need to conquer even more territory to bring the ratio back on your side.
