This is big, especially so since it's coming from Saudi Arabia. Perhaps there might be hope yet.
The government of Saudi Arabia is not the problem with Saudi Arabia. They are the moderates. It's the 9th century hicks that make up most of the population that are the problem.

The King of Saudi Arabia has always been the reformer, I recall some voting had taken place a few years ago, and women were allowed to vote and stand, although my memory is hazy. The thing is though....The King doesn't rule Saudi Arabia. Insider politics dictate actually the Crown Prince has more power and influence, since he is courting the clerics who control all domestic policy in the Kingdom.

Sometimes both sides are wrong. Unfortunately most people do not understand this and argue endlessly.
A token position -- yes.
Symbolic -- yes.
Of course any change will need to start out as a token symbolic position. Look at the difficulties with intergrating the USA military during WWII. Integration did not start with a presidential order by Truman. There were many small, symbolic, and token steps along the way.
What this means for the future depends on how she is treated within the government and whether she is allowed to implement any real changes within the confines of her portfolio.
