In DLV this doesn't happen. If you want to mod it then search the forum, I'm sure someone else has done this before.
Aye, in Deus lo Vult you cannot change them. It makes having several super-castles very costly. DLV - anything to make life difficult!
I find it also influences my campaigning, like when I want to wipe out a faction, I try to take their cities first, to get the money to continue killing them. Then I take the castles when their big armies are crushed.

There is an older thread - I can't remember it's title - that had a fix for this.
But repman deleted and stated that he wants to keep DLV the way it is now.
If you want it, you can search for this older thread and ask the fix from the guy that had made it.
BUT this should be for your personal use, as repman [see above] does not approve it.

Ah I think Bowden means that he wants to edit the campaign setup so that when you start specific cities are castles instead or vice versa, am I right?

Taiji is right. A "convert to city/castle" building option would be nice too, but I respect repman about that.

No converting religion for some countries would be nice.
On your topic...I would like to have a limited chance to convert cities and castles.
Ex: only one conversion every 40yrs or something like that.
As the very late era tends to need citys, rather then castles. I think some castles(not all!) could change to citys decades after the gunpowder age. To simulate the uselessnes of castle vs. gunpowder.
I also hope archer militia and other early technology units will be disabled in the very late later era for all factions, to simulate the end of fuedal era.

That is a good idea Blackleaf....Some sort of option after the gunpowder event.. That seems really logical and wouldn't mess with game balance too much.

This is the thread with instructions on how to enable converting settlements. I tried it and it works.
I don't have to be an option, but a change by force into villages or wooden walls. The obvius ones, like:
- Oslo can be force converted in 1314, when the letter from King Haakon 5 order ooslo into the capital.
- Magdeburg can change during the 13th century as it changed to a merchent type and joined the Hanseatic League. Magdeburg was one of the cities with more than 20,000 inhabitants in the Holy Roman Empire.
- etc...
