Default too high AI castle growth rate?

is the "improved growth rate for AI" in 3.8 only for AI or does it also affect human players? If only for AI, is there a way to reduce AI growth rate (in files)? I ask because in 3.7 I find the AI settlement population growing too fast in castles (like a cheat, because I cannot grow as fast no matter what). for example, if I and the AI start game with a castle pop of 2500, after some time the AI will have say 12000 and upped to fortress while I only have 7000 (even with a nice general). Does anyone else have this issue or am I the only one? I would like to be sure it is better or able to be changed when I start my first 3.8 campaign. Is it better in 3.8? or can someone tell me how to change it?

Thank you for any help or info.

This is meant to be that way, the AI gets more growth to make it harder for the human player. This is how dave's vision is.

hmm, fair enough, but that is not how I like it. After much hard work on upgrading my best castles to just find that all the AI castles are much better is frustrating and kills the joy of building up a settlement...IMHO. Do you have any info or help on how I could change this to my preferences (as mentioned in first post)?
    Thank you

Type add_population (city name) 40000...................That will keep up with any AI.Or just rough it like it is.
