Hanseatic league will appear, just keep declining the other guilds and focus on trade & ports.
Kings should be fighting governors. Killing of those small rebels, gaining authority. In fact, I make all my Characters; Governors, as it is a small faction. Later, as a get drill square and a decent income, I produce a general militaris.

i suppose i have to conquer the maximum settlements with ports along the baltic sea to maximize the chance to get the hanseatic league guild in one of my settlement?
how to reach the highest guild lvl then?

If you get the first teutonic order building, check the buildings que. It will show what kind of walls you need to upgrade. Do not bother with capturing lots of ports, just check the building que and do not build other guilds.
