Activating the scripts means you will play a four turn a year game so 4 turns = one year. And it activates the garrison script as well this means a garrison will spawn when your get close or siege an enemy city.
The script has nothing to do with activating the Marius Reforms. If you play SPQR v7 Marius reforms will happen when you have all Carthaginian starting positions and when thy are upgraded with an imperial or royal palace. Meaning these cities need 24000 people and it takes 16 turns to build the imperial palace.
If your are using SPQR v6.4 you will need to build an imperial palace in one of your cities in Italie or Sicilia. Again this city will need 24000 population construction of the imperial palace will be 30 turns.

always activate the script or not - if you do it sometimes and not others bugs can arise ruining your save game
If you used the script once you need to continue to use it because other whys it will cause problems lather on. If you forgot to load it you need to load a saved game that is not corrupted or start over again.
A little tip if you use the script you should save your game as RomanScript, ...Script always end your saved game name with script to remind you of the script also learn your self to always use load game and never use continue campaign. By seeing the saved game you made you will be automatic be reminded to load the script.

You can always check if you did turn it on by how fast years go. If you need 2 turns for year, you should load older game. Always keep MULTIPLE save games

It's hard to remember to turn on the script in SPQR. I recall that in EB the advisor would pop up every time you selected reminding you to turn on the script if you had not yet done so. If I forgot to turn on the script once, do I have to start over?
Well, as we said - it MIGHT cause problems. Basically, you need to turn the script on BEFORE you do anything in game, just after you load the save. It affects way too much things to be activated only before end of turn.

I play the Julier! However, in the course of the play I get no special unities like the legionaries or similar, as well as no big siege devices (catapult)! With the Greeks one has no diplomat and also no siege devices!! Thank you for the help!

I suggest you read up on the READ ME file over here. You will find an explanation to some of your questions. Also i suggest you read up some threads that other community members posted you will find them very useful. For the rest play the game and explore it. Enjoy the game because it is one of the best mods out there.

Romans have ballistas when you've constructed the ballista range, to get onagers, you need the marian reforms.
What goes for the Greeks, I don't know, however, they've been engaging me with siegeweapons last few turns!
Only special units you get Prinz, are the gladiators that you can only train in Capua.
