hmmm most of it is Random but having a conquering hero or atleast a king with high command skills would improve authority... Also having academies and schools etc. give them skill in speaking/politics etc who may improve authority...

If you have a large empire then even kings with many poor traits will have high authority, i think it is also related to strength of military as i've had gay,crazy,cowardly and introverted kings with full authority when my military is strong and my empire is large

Use a lot of assassins and kill your enemies. It is easier for a high dreaded king to have a lot of authority then for a chivalrous one.
Officer to a soldier who refuses to fight: There three types of soldiers who don't have to fight. They are called KIA, MIA and POW and you are not one of them.

You need to bring your king to an extreme level of chivalry or dread. That means being a benevolent governor and fighting your battles as fair as possible or being a malevolent dread lord and trying as hard as you can to unbalance the odds. (if in your favour, that means you're going by a winning first strategy while if you have the odds against you, you'll end up becoming fierce in battle).
Well I would imagine since Authority only matters if you don't have enough generals that having him go into battle alot will increase it.
High dread will increase authority, obtain high command and send him into battle alot (and win) and he'll gain the respect of his men wich is the meaning of authority.........

Scared = Follow orders = High authority.
Win the hard battles, be merciless in diplomacy and war. Marry him off to a good woman or don't get him married at all. Viciously defend your borders and then go on the attack to chastise the aggresor. Don't take no crap from anyone, even the pope.

If you don't want to dig through the document, the primary ways of getting authority are
- fighting personally in battle (he must lose some hit points for this)
- ordering diplomatic missions (bribery missions are even better, but will decrease reputation IIRC)
- being a mean ruler by ordering spying or assassination missions, training spies and assassins (as governor of a city), exterminating populations, or alternatively
- being a good ruler by building religious buildings, participating in crusades and jihads, and occupying settlements
- being either a chivalrous or a dreadful general (that is a bit complicated, but it boils down to fighting defensive, attacking against the odds and killing not too many enemies (i.e. let them rout and get away) in case of the first and do the opposite for the latter)
- staying in settlements with horse races or jousting lists
