No, you won't be needing Kingdoms for BC, because, even as you can see from forum index, BC is a part of Medieval II forum.
But you can by it for your own pleasure)

it's necessary that you install the right patch of M2:TW(1.5 it think? look it up in the install instructions), nothing more
