Default Public Order in highly populated cities - how to keep it high?

Okay, very simple question - is there any other way then lowering taxes which obviously does not work always, to keep population at least on 75% of public order? Or is it viable every once in a while to let the city rebel and exterminate them right after?

*Bigger garrison helps, either recruiting from the problem city, and letting it grow again, or getting the garrison from elsewhere.
*Good governors. Some governors can even have a bad effect on public order, even if they have +influence.
*Build arenas and racetracks and increase rates of events to boost public order.
*Also there are some buildings that you might not at first think of that provides better public order, such as Republican Barracks that gives +5% public order if i recall.

I extremely rarely have a rebelling city, but sometimes its unavoidable. If you count on that cities you conquer far from your capital will be problematic and bring good governors already from the beginning, you can counter this effectively. Tarraco and Toletum are very peaceful settlements for me and I dont have big garrisons or any improvements yet, only good governors.
For example, I use retired generals with low loyalty in lesser economically important cities on the Italian mainland. This frees up for example my factionleader and other relatives with huge +influence bonuses.

Think much of this is old, but maybe something someone haven't thought of

I just conquered, after extremely bloody and dishonourable fight for Romans the city of Corinth, together with the wonder there. +30% in all settlements. Problem solved I guess

I don't think this wonder bonus is forever though, just for a few years!

Well I hope it stays for forever, if not, at least I can pump more money in that time.

Well, it would be pretty realistic if a city rebelled that is not happy with Roman authority.
A stack of roman rebels will show up, and your legions have to kill them, exterminate the non loyal people!! and maybe burn their temple (conquest of Jeruzalem by Titus )

I could clearly see two bell symbols in my city details, saying Wonder 30%

I haven't gotten so far to conquer all wonders of the world, however I think some have been removed. Like the colossus of Rhodos.
You still get the happiness bonus from capturing any wonders, and it starts at 30%, but slowly diminishes with the years, don't know exactly at which rate.
And rest I'm not sure of, the bonuses explained if you check each wonder applied in 6.4, but not sure with 7.0.

Also, does it matter whether the garrison is just urban cohorts, or spear sword auxilia whatever? Or more men means more public order

no i think this just mattered in bi - in rtw and therefore pressumably SPQR its just purely the number of units (i dont think strenght of unit matters or surley having game on large or huge unit settings would give better bonus's)

Get the population over 40000, this works on every mod available (that i've tried) must be hardcoded into the original game

I never even had a town with a population of 35000+. Usually after at 33.000 or so the population felt again...

mayby he found out that with 40k population the public order problem gets turned off or something because you are unabled to build a greater palace too keep it high or something like that. i dunno.

WEll if you would follow game system, next level is 48,000 people (2 times 24k) so I have no idea, how he deduced that
