Try setting the unit size to huge or largest. A point to note is that some units have larger unit sizes than others, for example peasants have more units than ballista.
On the Medieval Total War 2 main screen.
You can also go into the export_descr_unit in the Data folder and increase the total unit size to 200 men. For example;

Change the line of soldier to 60. I found any higher number and the game would crash when it went to 3d battle mode. 60 will give you 200 man unit. Its some type of multiplier number. 48 will give you 120 (I think) 24 around 40.
I decreased the amount of men in missile units as well as Calvary as they can sometimes own the battlefield.
I remember someone saying they got more than 200 per unit. If it is possible, I would like to know.
Don't forget to back the original file up as you need to alter every sine unit type.

Nay, 60 translates to a maximum of 150 men, which is what spearmen come it. The EDU is listen in small army sizes, which is 2/5 of the huge army setting. Therefore 60 = 150, 48 = 120, 24 = 60. Setting it to 80 would give you 200.
Also, after one of the patches (not sure which one... perhaps it was after Kingdoms) the hardcoded limit for men in a unit is 250 as far as I recall.
