AI Garrisons
If an NPC seiges an NPC does the AI Garisson script kick in for the defender?
Manual doesn't specify only says that it doesn't work if NPC seiges player.

The garrison script is only triggered if the player attacks a AI settlement other than the rebels. It will still fire if you bring siege weapons (catapults ect.) or have a spy in the city.
Field army cost only apply to the player as far as I know.
The whole of these things is to make the game harder for the player and force the player to think. DLV is not for the faint-hearted.

No I don't think so. There are however, stone forts scattered everywhere across the map that you can take and use - many of them are in good choke points giving them strategic importance.
