The league of Umbrian cities is politically organized in almost forty independent autonomous city-states, many of whom come together for collective defense but are prone to disagreement and rivalry. A sophisticated network of hillforts and sanctuaries dominates upland areas while lowland areas have semi-urbanized settlements. The local identities of each community are of a greater importance than the affiliation to the wider ethnic Umbrian group. Political particularism, with a strong sense of inter-state rivalry creates strong division of the Umbrians into a mass of tiny states. This is a very weak point of this society and everything should be done in order to make Umbrians stronger by uniting cities under common rule. The basic political unit of the Umbrians is the city-state, such as what your town is becoming here. It affiliates itself with one of the two larger Umbrian leagues – “League of Umbri Nahartes” from the southern portion of the region or "League of Umbri Sarsinates" from the northern portion of the region - though still in most parts remains self-contained entity. The construction of a Town Council is indicative of the region's inauguration as nascent city-state, and thus a fledgling part of the larger Umbrian community, ensuring that the inhabitants here obey the law.\n\n
Umbri accord very little place for cavalry, emphasizing light and heavy infantry, and stable facilities of this building reflect that, being fairly small and shabby but allowing recruitment of cavalry forces. Still, generals do need a retinue and quick mobility around the battlefield. This building contains stalls for horses, shelter, and food, though it is unlikely that much more can be done regarding the usability of horses.
