Sorry, noob question

How do I recruit cavalry? I'm playing as Norway and can recruit svenner and merchant militia cav, but all other cavalry is grayed out saying next unit available in 9 turns... but it's been like that for at least 12 turns, and the number never decreases.

What am I doing wrong?

you should get the bygIII fix if you installed it with the ss 6.1 installer
if you have done that then you should get a war council member into that city
