No Auxilia units in Italian/Sicilian cities??

Playing SPQR version 7 - m/m - year 155

None of my fully upgraded italian/sicilian cities can produce spear/sword/missile auxilia units (see screenshot). Is this another 'feature' of SPQR version 7 or a glitch in the recruitment pool? Version 6.4 did have these units in all cities???

Please can someone confirm? LT could you have a look at it? I'm attaching my saved game file...

I missed item 7 in SPQR version 7 read me :-)

7. Auxilia Infantry, Syrian Archers, and late Auxilia Cavalry can only be recruited Outside of Italy
