I haven't, but then I quit campaigns after 20 years, gets boring. I know that Carthage is one of the richest cities in the game, Corduba might come close, and there a good number of cities in Greece that might do that.
Also, show me a screenie! I want to see 11k!

aemona is making an astounding amount even though its just a minor city. the governor has only 3 admin. i believe this city has the potential to overleap carthage. i will update this asap and develop this city asap as well.

I had Athens making >8k or so as Brutii (H/H)- let me see if I can find a screenshot. Kydonia was making ~4k, and most other Greek cities around ~2-3k I gave hundreds of thousands of denarii to the Gauls, Britains, Dacians, etc. and no one could stop the Julii.
Ended up taking the lands that would become the ERE then easily won the civil war.

Fully-developed Tyre (Phoenicia Minor): more than 40,000 denarii per turn, in my RTR mini-mod. There are both of silk and grain resources, and it's the trade center between near east and egypt. Unfortunately it's controlled by my ally Ptolemaic kingdom
My own richest regions are Pharnacia/Pontica (10,000+), Sinope/Pontus (10,000+), Ecbatana/Media (8,000+), and Saramana/Hyrcania (9,000+). 3 of them have silk and I have built caravans to transfer gold from the east![]()

btw as i predicted aemona is a cow cash earning 13k with 10 admin. take note its not on very high tax. and the governor doesnt have trade anciliaries. i just got impatient and used cheats to develop the city btw just to see what its like.

Here, just captured the city from evil egyptians. It was sacked and the admin was a new guy (hired governor), anyway the income should be increased to 40,000+ in a few years.
I increased silk value to 60 and grain to 20, to make silk cities ultra-rich as happened in history. Though I can't really tell there was any silk trade in Tyre historically![]()
At once point Athens was making over 10k per turn, this is vanilla.
i find carthage and (especially, totally) corduba as revolt resorts...(carthage also a plague paradise but not necessarily bad...)
i much prefer the greek cities (athens always gives a few thousand and rarely is there civil strife) especially in collectivity and the wonder of world bonus of cornith
Athens was always the workhorse my economy. Obscenely rich place, with the proper port upgrades.
In my Roma Surrectum Syracusae game, I've invested well over 100k in buildings in Syracuse (buildings are exorbitant in RS). It's paid off.

Kotais makes 3000d per turn. I think that target of yours would be easily toppable just by taking Armenia, Sarmaetia, Parthia and Pontus.
