Upkeep: The costs of maintaining, providing and creating for something. In this case units, - so for example their weapons/armour/food and training costs.
Free upkeep units:
Units who's equipment/food/training etc, is provided by the Settlement. For example, if we look at the Militia units. Most of these are free upkeep because their weapons/armour are provided by the City, and because they are 'part-time-soldiers', they have their own home/food in the city, so there is no need to provide barracks for them.
Basically, - a free upkeep unit takes care of itself if it is garrisoned in a City
--Now, lets take Armoured Swordsmen. Their armour and weaponry is not in a City (because a City is not equipped with the correct buildings required to create and maintain them). So putting them in one will still mean you have to pay to keep the unit 'up to date'.

in lehmans terms, militia units in a city = free, no upkeep cost.
any other unit, not labelled militia in its name is not free everywhere?

Right click on your level of walls construction and that will tell you the allowable number of free upkeep units. A thing to note though is that if you move those free upkeep units (militia units) out of a settlement they will start to cost you money.![]()
