When the general is near his men, the command helps boost his troops' morale, like chivalry.
And +1 command when commanding infantry means that when the general has infantry in his army, he gets an extra command star. So say you have a 5-star general with the Veteran Soldier ancillary. If you have any foot troops, he is now a 6-star general.

Surely command stars do more then just raise morale. Though to be fair, I haven't seemed to noticed a huge difference with crappy generals and awesome ones. I guess command stars could have more of an impact on the outcome of auto resolved battles?

from what i've seen, troops under a low command general tend to respond in the battlefield rather sluggishly, while those under a high command general tends to react and reform faster... i don't know if it's my eyes playing tricks on me, but that's what seems to happen. High command = more respect hence obeys orders better?
As far as I know, the only thing command does is win your auto-battles. Didn't know it had other use.

Morale bonus, and an influence on auto-resolving. I think RTW brought attack and defence bonuses with each star however.
