To be precise, I count ~9 factions with some work into their roster. These include the Thundercats, Narnia, and United States of Bolivia.

I'm confused as to what is meant by the player having to "unite" the Tibetan Kingdoms. Are they perhaps rebel factions that the player has to conquer, or is it some sort of clever loyalty/trait system that represents the lack of centralization?

Western and central Tibet remained under formal kingdoms (Guge, Ladakh, Zanskar, etc). I wonder if the same was true for eastern Tibet. Was there any (de jure) kingdom in eastern Tibet?

It seems like the area near Kokonor (bordering Xi Xia) was under some rebel group/groups after the fall of the Tibetan Empire. You can find some info if you search for medieval Tibetan buddhist warlords.
