online their are games8-6 cav max no arty no elephants so i think they dont want cav spam when the game begind they cav spam and break there own rule. I dont know how to counter this they also say 3 ha's max they break that rule too. so when i go pike and archer heavy they wear down my pikes and or charge my archers and i dont want to beat spam with spam.

If someone breaks the rules there are three options. After making them aware of it, you can either decide to fight on anyway, have them remove the offending units, or kill the game right then and there. It's pretty poor form to break your own rules though, and I'd probably forfeit the game and request a new one with properly implemented rules. You don't have to fight them if they were blatantly trying to deceive you.

Personally I think the 8 cav max including 3 HA is a little much and can be used to severely unbalance 1v1's.
