Want to play as Norway in hotseat

Ok, as the topic says, I want to play as Norway in hotseat campaign. Can anyone help me? I dont know how, changing the factions in the imperial campaign folder is not enough, I think. Please help

Go to descr_strat in imperial campaign
and put all the factions you want to play in playable and ALL others in non playable

Same. I think there is a limit to the number of factions available to play in Hotseat so it only chooses the top few.
