Mods run in their own seperate folders these days (each mod has its own folder, the folder has the name of that mod), and mods run seperatly to the origional medieval games. Anyway, a working mod needs to have the neccessary files to run. If you'v downloaded someone elses mod, its extremely likely that mod already works, and it should! People dont release mods that dont work. Agarts modification of the campaign settlement models only works with a mod that has its own 'mod' folder (so think of Agarts modification as a small peice of a large jigsaw puzzle. Its only one part of a mod).
So all you need to do is a) have a working mod. b) follow Agarts install instructions which should be inside the download file. The process is very simple, only requireing you to move a few files into a folder.
In your SEGA\Medieval II Total War folder, go the 'mod' (or mods) folder, open the folder name that has your mod contents inside. Follow Agarts instructions and play the mod.
Like wise, you could also add Agarts mod to the origional medieval game (or kingdoms games) but thei will require manual editing of the configeration file.
