If you are playing as the Romans, then you simply have to piss the Senate off and get a lot of popularity with the people. Then you will get a message saying that you can march on Rome.
If you are not playing as the Romans, then it is entirely up to fate.

Once you are popular enough, the computer will tell you that you have the plebians support etc. You are then free to attack the rest of the roman factions, especially S.P.Q.R

The other Roman factions will never start the Civil War. Once the Senate demands you suicide your Faction Leader, decline and you will be outlawed, that will start it, or you can start it before by sending an army to Rome/other roman city once you have enough popular support.

Isn't having an Imperial Capital in certain cities another trigger?

And usually it's best to start it yourself by having a few "misplaced" stacks of troops sitting outside Rome itself and other Roman cities. Good jumpstart to a war that'll be long and brutal. Cause by the time you get civil war both the other two Roman factions (depending on who you chose to be) are pretty beefy if you haven't messed with their growth.

DOH!!! My bad. It is the Marian Reforms. I haven't played RTW in a while due to other stuff going on. Thanks for correcting me.
