Is it possible to deactivate, that romans can't bribe each other?
I browsed all possible files for "bribe", but all I found was the traits etc.
Is it hardcoded?

I've played some mods where the diplomats could not contact anything other than another diplomat (therefore, no bribing of armies). I would presume it's a setting somewhere for the diplomat but it's more of a modding question than a Technical Help question.

Open up descr_cursor_actions.txt, and go to the diplomat section. In the over allied part, there is an army line which is assigned a "TB" value. Replace that "TB" with just "T". Do the same for the garrisoned_settlement and garrisoned_fort values.
This will disable bribing the armies of *all* your allies though, not just the fellow Romans, but it's the closest you can get to what you want, I believe.
And moved to RTW Text Editing and Scripting.
Actually I wanted to activate bribing, but i guess that can be done the same way.

Ah, I misread what you said.
Romans are bound with a super-faction feature, and I think this carries the hardcoded effect of not being able to bribe each other. If you want to get rid of this, I think you need to get rid of the superfaction as well. (No more senate-missions etc)

Except that doesn't work with the romans, if you look at the settings for army and family, you'll see TB which means it is already setup as a diplomatic mission with bribing enabled.
