Actually, these ‘weird robes’ of the Arshtibara are called Elamite Court-Dress, which the Persian soldiers famously wear on the Persepolis Reliefs. I for one rather doubt that it was used much in combat, but one can have other opinions on that, and since it offers a distinction to the Anusyia, who have the Median Dress in game, it was chosen as in game representation.
Maybe I should clarify, what all these terms mean.
Athanatoi (Immortals) is Herodotus’ famous mistranslation of Anushyia, which actually means companions. The Anushyia were not an elite in the sense like the SAS is an elite military unit; they were the professional army. As such they were of course much more elite than the ordinary city militia, being after all real soldiers and nothing else, but among the Anushyia/professional army there was a true elite unit (like SAS e.g.): “a thousand spearmen of the best and noblest blood of Persia, carrying their spears in the customary manner” (Herodotus 7,41). One can identify them with the term Arshtibara (Spear-bearers) and we did so.
And, no, they don't look like the 300-imagination.
