Default How to beet phalanxes in city battles if propaly placed between city gates or streets

This mosty will go to players online but the AI sometimes is smart enough to block off entire city streets with an phalanx... i have no idea to defeat such an army, they are unflankable unless you go the long way around to another city street, usually another phalanx is blocking that or it would easy to turn one of theirs phalanxes in that direction... you need phalanxes yourself too win, it seems, so how do you do it? Is the AI really that dumb that it doesnt block anything for you?
