Actually I usually find that Vilnius works well until Poland and Hungary are eliminated. Bran is a very good jump off for the rest of the Balkans. If I get Thorn without a fight, I usually upgrade in a manner that does not waste too much effort before conversion to a city, but I hold off untill the threat from Poland is eliminated. Ryazan is usually kept in the east since I go no further until after the Mongols come.
The eastern map is really spread out and castles are needed close enough to the fronts. I do not keep a ratio of castles to cities but try to focus on regional production centers. This means more castles per cities than western europe by a bit.
