Does the AI cheat?

In every game i make, i see my technology always beind the AI countries, and my inflation always high...

In my newest game has Portugal, i noticed that Spain, after a 100 years of game had almost no inflation (about 3%) and every city they had, had some sort of special building (Those that cost about 1400) and they had no colonies yet. And they had an army up to 40 000 men. How do they manage to do that?

I tried EVERY thing to make my yearly income and monthly income higher. i had Brazil colonized before even other European countries had colonies, conquered north Africa, and still my yearly income is low... (i know i need a lot of $ to do this things, but still....). So, is this another "total war kind of difficulty" where the AI cheats instead of playing well, or am i the bad player? (I'm new to the game, so it's also very probable that I'm simply bad )

I know it does on HoI2, where the AI navies know exactly where your fleets are AT ALL TIMES. and there 100% accurate Air forces, which could locate a needle in a haystack

and then bomb it.

Same thing also puzzle me in HoI2. It seems that AI can always know the exact number of divisions on your border even the tech is equal.

Lol, try that as France/Britain/Nationalist China.

And you can try that as Germany at 1943 (before 1943 it feels like cheating).

It was cheating. No IC whoring start in 1936.

Encircled around 50 divisions when my paras landed in Riga. Encircled almost 80 when my forward panzers reached Odessa.

At that point. It was game over.

Generally Germany has a 1:5 advantage before 1943; that is largely because Soviet's doctrine has too many late doctrine and needs to wait until the summer of 1942 to be effective.

In fact even Poland can hold a Soviet invasion before 1942...

well... the problem is I'm talking about EU 3 (with the expansions) and there's no "encircling". just pure mass number, and a bit of luck (witch I'm not having since even African tribes beat me sometimes even if their technology is 1 in land...)

it gets annoying because if you're playing a long game, it will eventually let you very behind the other nations.

I don't know about EU3, but in EU2 you need to put the amount of money going tinto your treasury as low as possible to the point where you lose money each month. It took me ages to work out why my inflation was so much higher than everybody elses, although my record is 26% as Spain
