Senatus Consultum de Re Publica Defendena in Gallia

    I. A force of three allied units shall be recruited and sent to Arretium, along with a unit each of hastati, principes and triarii.

II. In the event of an invasion from the north, extra units of hastati, principes and triarii can be raised in the region, and other allied units brought up from the south if required.

III. If invasion threatens, the Consul or magistrate sent to defend the north shall be given full imperium over Arretium and Ariminium, and be allowed to recruit Roman units as he sees fit.
People will believe a lie because they want it to be true; or they're afraid it's true.
Given proper motivation, almost anyone will believe almost anything. Because people are stupid, they will believe a lie because they want to believe its true, or because they're afraid it might be true. Peoples' heads are full of knowledge, facts and beliefs, and most of it is false, yet they think it all true. People are stupid; they can only rarely tell the difference between a lie and the truth, and yet they are confident they can, and so are all the easier to fool.

According to the Census we have 18 active members, you can't close a vote until either A) All active members have voted B) enough have voted to make it impossible for another choice to win or C) three days have passed.
