If you look at my guide there is a section that is called How to manage your settlements. plus 4 others maybe it could help you get started. But like the second poster on this thread said it's all a matter of what you want to do and also with all your actions what the campaign will hold for you. I would suggest you to have a look at the Reputation guide in my Guide as Reputation plays a big Role in this game;the same goes for the Pope if you are a catholic faction like Venice.

During my campaing I got into some tough financial times because of overbuilding early on. Instead of Ragossa I'd go for the northern Italian cities.. whilst paying tribute to the pope of course.. Good luck!
