Here's the relevent bit from the release thread, which you've alluded to:
- A few trait/ancillary fixes which include a change to the triggers for temples to make temples more reasonable, especially for those temples (like fun) that were atrocious before
This fix did specifically address the issue of the generals being in a settlement getting the "Brave" traits, even if it didn't explicitly state it, also there was the point about various other fixes, which could also certainly encompass trait/ancillary fixes.
In regard to not being able to adopt generals, that has nothing to do with RS, but is an RTW thing, you will only be able to adopt generals if you family member to region ration is too low, there is nothing we can do to alter that.
As for command starts, it was made much more difficult to get command stars, and that was in the old 1.10 series of releases.
