Patras
I was looking at a map of Greece a few minutes ago for an unrelated reason, and when I looked at the Peloponnesus, I noticed that Patras is in the wrong place to be Patras. In fact, Elis is in the virtually exact place that Patras is on the XGM map.
This map isn't dated, but it looks to be around the time of the Peloponnesian Wars prior to Sparta's defeat at Leuctra, but it shows the locations of the two cities I'm talking about.

Here's another one, also not dated but having Messene on it makes me assume it's some time after Leuctra. It also shows Elis, but not Patras.

I'm trying to find more info on the city, but for now, I'm inclined to suggest that Patras be renamed to Elis.
Anyway, feel free to present counterpoints if anyone wants. Just thought this was something worth bringing up.

I chose Patras as the main settlement of Achaea because it was located in about the right place, it was one of the most important cities in the region, it was a founding member of the the second Achaean League, and it became even larger and more important in the Roman period.
Sicyon was another possible choice, because it provided the first successful general of the Achaean League. But Sicyon was located very close to Corinth, it didn't join the league until well after the game start, and it was not as large or important as Patras in the game period.
Elis wasn't a large city, and as far as I know it didn't play a significant role in the Achaean League (though the region was certainly important for religious and cultural reasons).
The in-game location for the settlement was chosen mostly because of mechanics and space constraints on the map.
