I was searching through the forums, and i found a bunch of questions, but never an answer to this infamous question, so it bugged the crap outta me so much i tried to find the answer and im positive i found one (at least for me it worked). I'm sorry if there is already a solution that works for everyone out there, i didnt find one, but this one works for Stainless Steel. I would only recommend using this w/ one computer- i can't see how it would work when uploading the saves.
NOTE: USE FILE ON BOTTOM. IT CONTAINS THE CHANGES.

again, i want to apologize because i kind of shotgunned the whole thing, so i modified a bunch of things at once but it works now. If you guys want me to narrow it down further, i'll be happy to find out what the real kicker was.
Obviously, this is set to my preferences, but if you want a rundown of what each one means, again ill be more than happy to tell you. I know i wasnt the only one frusterated with this no defend policy.
This allows you to defend against the ai, and it allows you to attack humans, although the human army is ai-controlled. Sorry again if this was already out there. Hope this helped
