Did you kill the last of the faction's family members when you took the city?

No, no, in fact, I didn't why, I should play 2 or 3 turns after loading the campaign, and then I could exterminate people (I know, it's bad).

1986? Holy cow man, I think I was playing Super Mario Bro's and logging into BBS's playing LORDS and Trade Wars.
I've never had a ctd on enslaving, I wonder why it would be EB specific, I played Rome vanilla right after it came out up until around May, after a friend at work told me about RTR (Couldn't find a place to download RTR, instead I went for Stainless Steel), of course it was "Exterminate" which was very nice, and in a way I miss the simple wording... For awhile on EB I was "Enslaving" thinking that the population was being distributed.
