Marius Reforming has finally come. However, I find I don't have enough money to raise my military force, and what worse is that my legion still can not beat the germans...............

Somebody help me........

Build ports markets and roads to get the economy going...send diplomats to get other factions to trade with you...mines are pretty expensive but extremely lucrative, so build them wherever possible, as soon as possible...reduce your own garrisoned troops in safe territories to minimize costs and get rid of any unit you don't really need, especially mercs

Don't run into the germans...that's suicide...compose your legions according to the houserules and set em up in a standard formation (look at the readme folder in the SPQR-directory) in a defensive mode...let the enemy approach you if possible...when they charge set your infantry on "fire at will" mode and pila will rain down on your enemy taking out dozens...if cavalry charges try to get your triarii into play, if not let the enemy fight until he's tired...while this lasts get your cavalry into position to attack the flanks or the rear (also useful to take out skirmishers or archers if they stand in the open)

When the enemy is tired take your right wing and try to encircle the enemy...charging in with cavalry will help to get them scared and maybe even rout them...try to attack with all you have, leaving a small gap open for fleeing enemies and cavalry attacks...after a while most of them should be running...Patience is the key

That's roughly what I do...some german army-compositions are extremely tough to beat anyway...they have very strong axemen and cavalry+quite good archers...always try to be the defender and never fight them in snow or forests...they have bonuses there

your campaign is probebly lost becous you rusht in to get marius reform. if you should start over the first thing you goth to do is build up your economie start the marius reforms when every city in italie has the republican barraks. also don' t take patavium becous this will trigger the germans to attack you.

yeah, after the marius reforms i always experience a "black hole"
game goes a little thougher, less enjoyable, but keep on playing, and it'll become fun again

I finally built up the republic barracks in Italiy, and I found the legion with heavy war machines was really a nightmare to those barbarian.

It happens in real life, real armies require real pay, technically hastatii etc were farmers, a citizen army, when marius happens you have a professional army and thus requires more pay.

Also READ THE README it has important information about the Mod, NEVER play a mod without reading it, otherwise you will have issues.
