I cheated today. I changed Capua into the largest one, and so the Marius Reform came. However, I found I could never create any good army in my other cities......

I think most of the SPQR players never had in mind to cheat at any time...the mod is for people wanting a challenge, so cheating is quite pointless

There exists a thread with beginner mishaps and mistakes where this would have fit in (maybe) but creating a new topic for this was not necessary, not even as a "reminder"

They are hard.

What type of legion are you using? Pre-marius will have trouble against germans, you need republicans at least.

form a historical formation, wait there, use all your javelins, pila and arrows on them, then flank with the cavalry and auxilia while your legionaries hold them in place.

Is that the reason why you cheated or is it just another problem?...if it's just a problem we will try to help you...all of us had some problems in the beginning because battles are much different compared to vanilla so a change in tactics is inevitable...germania IS a pretty hard enemy if you just started playing...take a look at the tactics request thread to get some useful hints or just put a direct question up there

Or you could attack everywhere because the Germans will attack you anyways even if they're your allies. Back staving Bastards
