Hmm, poor Bush. Maybe he would like Obama to start early? Or maybe, he very much dreads the Obama Administration?
Well, the way I see it, Obama may, or may not be a good president. He's very charismatic, and a skiled orator, I'll give him that, but does that mean he's an efficient administrator or manager? Maybe, maybe not. You decide for the time being, history will prove some things, and may surprise us.

There is certainly something to be said about having and using an orderly protocol during this time of transition. But with the states of things (worldwide economic turmoil, Iranian nuke), I think the current administration is leaning on the side of being more informative to the incoming side, and also taking their opinions more into account.
The Bush admin is most certainly trying very hard not to hand over the reins in the same snarky, childish way the Clintons left the white house.
I do feel if there was a constitutional way to leave early, Bush would opt for that. There is one way - if he resigned tomorrow - but neither his legacy or performance to date merits that option. IMO.

The USA has a tradition of order and legality to political transitions. Institutions are stable because of the rule of law. Use the procedures that exist and do not abrogate your responsibilities.
Short answer -- Bush stays regardless of his personal preferences. Obama waits regardless of how eager.
To do otherwise endangers the very essence of the rule of law.
If he resigned Cheney would take charge. If they both resigned Pelosi would take charge.

There are talks going around that Bush is planning to impose marshall law during January because of the economic disaster. So that might be a play to stay in office, rather than to leave it. But thats just rumors going around. Not verified yet.

If President Bush imposed martial law, then it's got be chalked down to the fact that technically, the United States is an economically poor nation (government, specifically). This could be the only way possible Bush could get around Obama having to get into office. I highly doubt this plan would actually take off though, especially with the American people. Most Americans, even Republicans, dislike or even hate Bush. I don't hate or dislike him, though I must admit he, was so far, not a great president.
