    Default failed candidate for adoption

    there seems to be a bug with saving and then accepting a person for adoption after loading, it almost always says "adoption not completed".
    can i unscript failed candidates.

    i am using a all factions enabled mod, not sure if this has changed anything (m2lite mod).
