It's like in vanilla - you need imperial palace in Italy except in Rome. I though you have the praetorians after the reforms?

You have pratorians if you have a imperial palace in rome.

Marian Reforms is any city in Italy must build an Imperial Palace, and this must be built by the Roman faction. Capua should get it quite easily. I think you can recruit praetorians in Rome Pre-marian, maybe?

Praetorians are tied to Rome and Rome alone, they can be recruited with the top-level barracks in Rome, both pre- and post-reforms.

I always mod and make them a post-reform only unit. I guess I personally just like it better that way.
