Is there any way to make characters more likely to marry, produce children, etc. or is that hard-coded?

Certain ancillaries like Chirugeon and physician, etc increase fertility. Also, the trait Fertile, with values 1-3 increase the chances of having children. Likewise, Inferile does this in the opposite direction, and it is NOT reversible.

How do you add ancillaries to family members in descr_strat?

Just have a look at the file and see how it is done. Each character can have an "ancillaries" line, where his ancs are listed, separated by commas.

AFAICS, ancillaries and the fertility measure has negligible effect on the likelihood of reproduction. By far the most important measure is the number of family members you already have, and the number of provinces you control, with the game keeping a reasonable ratio between the two (hence the frequency of potential adoptions when your family is small but your empire is big). Power is an aphrodisiac, so conquer some lands and your family will grow.
