As far as I understand this, Palin as a govenor had the contest made in such a way as to help the TransCanada company win, because it had ties to her administration.
However reading the whole thing, it doesn't seem so shady a deal to me. OK, perhaps she favored a bit the company she was friends with, but I don't believe she purposefully crafted the competion in such a way as to make sure this company would win. Nor that she got money from the company to help them.
