As a quick question, are you modding vanilla or modding a mod? That influences the advice given next.
Take a second and browse your EDB. You've got to mod it. Pay attention to four complexes:
core_building --> city walls
core_castle_building --> castle walls
convert_to_castle --> convert a city to a castle
convert_to_city --> convert a castle to a city
You will need to add a new level to convert_to_castle and modify the convert_to tag (just above capability in the core_building level for large_stone_wall (it's not there at all now) and huge_stone_wall (again, it's not there).

thanks for the info.. but i can't still build it though it appeared in the building browser. what could be the problem?
the tag convert_to_castle and convert_to_city dont work. the game crashes. do you know what convert_to 1 means?

Yes, convert_to_city is a building. It appears as a constructible item from the queue. It requires the requisite text file editing (I would say it's very easy, but it requires one unique building level per culture. It's fair to call it easy but in-depth. Did you edit the export_buildings.txt file?). The tag convert_to is placed within core_castle_building at the level required to be converted.
