what files would I have to mess with to get stone forts into the game?
and would it be possible to keep wooden forts in there as well, and make it so that only the player can set up stone forts?
and if I were to do this, would it be save compatible?

Although it should be possible to only have stone forts pre-placed in descr_strat.txt and all forts built in-game be wood, there is no way I know of to restrict the stone forts to only the human player.
