is there an unrest cap
is there .., i have taken a city, did not want to sack, i am stopping it from rioting, but am below one hundred, will unrest increase forever while under a hundred, or will it grow exponentially slower, unrest is presently at 45%.
what is the highest amount of unrest anyone has ever seen.

theres unrest cause u just captured the settlement, it'll become less.

sometimes i have unrest in a city and 100% loyalty, but unrest goes up, is this because i need a green smiley instead of yellow to combat unrest, or was it just spies.

unrest and loyalty arent related to each other the way u think. unrest just substracts from loyalty and is caused by either, spies, bad governers and/or recent captures.

in the city i just captured, loyalty was 75% and the next turn unrest went down by 5.
so is what your saying that if loyalty was 5% unrest would still go down, what about rioting, surely rioting causes unrest. does your understanding leave any benefit to having 100% loyalty?

do you mean unrest in the form of i put my cursor over and it reads "unrest" or do you mean unrest as in i put my cursor over and it reads "religious unrest".

Go into your settlement details screen (accessed from the settlement's construction screen). In there you will see (among other things) a detailed breakdown of Public Order ('PO' for short, and **I think** the same thing as you are calling 'loyalty'). It will show all the contributors and detractors from public order. Mouse over each to get a description of what it is.
If your PO is 100 or above, you get a green face (this is good).
If your PO falls below 100 you get a yellow face, and start suffering some effects of inefficient government..
If your PO falls below (forgot the number) you get a blue face, and a riot is possible, but not likely.
If your PO falls below 75, you get a red face, and a riot is likely.
If I understand your original question correctly, you are asking if there is a cap to the negative contributor (detractor) to PO caused by 'unrest' (which I interpret to be 'squalor'). I know that, for RTW, the answer is, "No." I suspect the answer is the same for M2TW.

actually 100 is still yellow.
