increase population growth and public order and decrease in corruption

Is there a mod which allows you to do the following:
1)increase public order by garrisons. That is i want garrisons to be more effective in increasing public order
2)increase population growth. I want populations to increase faster and decrease squalor
3)decrease corruption

if there isn't can someone tell me how to change it myself.

The file descr_settlement_mechanics.xml is what you'll need to edit. Check the Mod workshop forum and do a search for descr_settlement_mechanics. You'll find posts addressing everything you want to do.
