Two big problems

the first is that rtw deletes game saves which are after the reforms

the second is that i can't download SPQR mod on vista does anyone here know how to do so??

I presume you are using Vista? I suggest that you have a read of some topics about User Access Control (UAC). You will find that it's not Vista or SPQR that doesn't work.

Vista can prevent you from writing files back to the 'protected' program files folder.

Have a read of the first and last links in the following post (the first post mentions where your save games are going) and the last link mentions a program called Tweak-UAC that can be used.

Didnt we go through this already? Do you have 1.5? Did you insatll it admin? Yes it dose replace all file on the orignall. Trust me when i say this SPQR will work if you have 1.5 and install it admin it will work other wise you have a bug or coruppted file some where? How and where did you install it? I want a detailed explanation! better yet give me screen shots use fraps it free. The SPQR has a whole thing on how to use it so please I want to help you out no one should be without SPQR!
