The Japanese cult (currently known as Aleph) which was behind the 1995 sarin gas attacks on the Tokyo subways which killed 12 people and disfigured hundreds.
They are not classified as a terrorist organization. They are recognized by the Japanese government, and the only sanction against them is that they are required to turn over membership records to the police.
They claim to be a religious organization, yet organized a terrorist attack. Their former cult leader, responsible for the attacks, is still revered. Those responsible for the attacks have been sentenced to death, yet none have been executed and no dates have been provided for when they will be.
How is this right?
