I don't believe that mist or fog actually has any adverse effects other than visibility.
But you can use fog to outflank a line with cavalry as they will stay hidden at a certain range. Push your main line up to make contact but keep cavalry well to the rear, then once you know where they're at, flank and hit them from behind.
Some units also get bonuses in snow, so timing your attack so that it falls in the latter part of the year will give you bonuses when you attack. Just make sure that the army you're attacking doesn't get those bonuses too.

I have won a Heroic battle with Venice against 2 full and 1 half full stack Bys. The only reason I have won is because of the Fog, the Surprise helped me
I don't really care about the weather in my battles. Maybe I do, but mostly because of visual pleasure reasons, a battle seems more epic when it is taking place on a clouded, rainy, dark place. I use woods for surprise reasons. I cannot think of anytime I have used the weather to my advantage, but I can think of a few times that the enemy has...
Doesn't snow also make it harder to walk in? Units get slower there?
they dont necessarily move slower. but units that dont have resistance to cold fatigue (or heat fatigue) will get exhausted FAR quicker wen running or in melee. so it can be used to your advantage or be used against you depending on what nation you are
Archers get combat bonus in woods, but woods also makes archery less effective? The combat bonus, would it reference to just movement, or something else?
The thing is, that 2 things affect archers firing into woods:
1) Woods blocking the arrows from hitting properly
2) Random shooting and hoping you get something without actually aiming
If your archers are hiding IN the woods they have the element of surprise, thus giving them one hell of a bonus.
