true, italy was definitely devastated after the attempted recapture by the eastern empire. does make you wonder what would have happened if they had recaptured it though...

The attempted reconquest by Justinian was just a shocking waste, not only to Italy which was put behind the rest of Western Europe a few hundred years, but also was a huge waste of ERE resources that could have been put to better use consolidating their position elsewhere - especially against the growing power of the arabs/persians/etc. Although the ERE had adapted, it still failed to fully realize that times had ultimately changed, the middle ages were increasingly in effect. A large factor in Justinian's failure in Italy is simply that Belisarius was getting cocky after having so easily knocked out the Vandals. Still, if it had worked it the Roman Empire may have potentially made a serious comeback.

serious, could you give an example of the ERE not keeping up with the times? ive heard this phrase used a lot about different world powers but (to my shame) never fully understood what it means! anything in particular they were not keeping up with that gave them a disadvantage? cheers
