Theres several "best" mods,
try Broken crescent, it changes the map from Europe to the middle east and central Asia / India, and not a single old unit is in the game.
Thats what i call a total conversion.
If you are interested in Pike and Musket warfare,
there is the
For king or Country mod,
playing in the english civil war, there is only two factions (what would you await in a civil war)
the parlamentarians and the royalists, both have similar units, but the battlefield is full of muzzle flashes and powder.
Its a new style of warfare.
Theres also a load of Mods like Stainless steel, which add only a few factions and have old nations and units still ingame, but do change alot of scripts, for example the cost of Armies in the field.

Depends on your requirements. If you want a complete overhaul a mod like Broken Crescent is good, while if you simply want the vanilla campaign expanded upon then Kingdoms Grand Campaign Mod or Retrofit are good. Also, try the Medimod on http://rtw.heavengames.com. Though you'll have to look around in the forums for it with a quick search.

There is no such thing as a best mod, all mods do something different, and it is up to you to decide which one fits your play style and interest best. I would suggest doing some research on the available mods.
If your asking about popular mods, then for MTW2:kingdoms it is stainless steel, and for MTW2 it is broken crescent.
